Formed in 1997, Workpartners has continued to expand services in an effort to help clients manage the health and well-being of their employees.

eBenefits was created in 2005. Today, it delivers solutions for benefits administration and ACA compliance and reporting on a single platform. Our scalable platform automates, simplifies, and supports every benefits interaction—no matter how routine or complex. eBenefits offers superior technological quality backed by Six Sigma methodology, unmatched customer service, a highly secure and cloud-based platform, and efficient and accurate EDI processes.

eBenefits can be integrated with other Workpartners’ health, wellness, and productivity offerings for leave management, employee assistance, wellness, analytics, and more. It also integrates with the products and services provided by an affiliated organization, UPMC Benefits Management Services, which provides COBRA administration, dependent verification, and consumer spending accounts.

Kismet Toksu President, eBenefits Solutions
Ms. Kismet Toksu’s leadership and management expertise span a range of strategic and operational functions. Ms. Toksu is president of eBenefits, a software and services company that helps human resource professionals, brokers, and carriers meet their short- and long-term strategic goals by providing high-tech, high-touch benefits administration, private exchange, and ACA compliance solutions on a single platform. Ms. Toksu offers nationally-recognized expertise in private health exchange, benefits administration, and health care consumerism with a focus on strategy and execution.

Throughout her career, Ms. Toksu has brought vision and spot-on results to customers. Prior to joining eBenefits, she served for six years as a market-leading innovator at BCBS Michigan. There she served as a member of the Health Care Reform Strategy Core Team leading Strategy & Execution. Under her leadership, the team delivered the nation’s first private health care exchange serving group active and retiree segments. In addition, Ms. Toksu launched BCBS Michigan’s successful Consumer-Directed Health (CDH) business.

While at Optum Health, a United Healthcare company, Ms. Toksu led new business launches and portfolio repositioning as well as optimized operations management for national and regional health plans, provider organizations, brokerage firms, and vendors as Senior Strategy Consultant.

As Vice President at Lumenos, a start-up venture sold to WellPoint, Ms. Toksu successfully led business development and strategic alliances, directly tested consumer choice products with mid-market employers, engaged and educated consumers, and was a key contributor to the launch of a private-label platform for health plans.

She was SVP-Strategic Marketing, VP/Group Publisher, and Director contributing to the rapid success of Phillips International. Ms. Toksu was recognized for significant revenue growth and profit contributions through product innovation and acquisition.

A keen listener and communicator, Ms. Toksu graduated from the University of Texas and is a frequent speaker and white paper author. She shares her leadership expertise with the community and serves on the Board of Directors for ASSET STEM Education.

John Galley Senior Vice President and Chief Human Resources Officer, UPMC
Mr. Galley is the Senior Vice President and Chief Human Resources Officer at the University of Pittsburgh Medical Center. He serves as Chairman of the Board of Directors of eBenefits, a subsidiary of UPMC. John has worked in the steel, retail, global technology and healthcare industries with responsibilities relating to strategic initiatives in both the Corporate Human Resources and Finance areas, including insourcing and outsourcing solutions. John holds a B.S. in Business Administration from Duquesne University with a major in Accounting and an MBA from the Katz Graduate School of Business at the University of Pittsburgh with concentration in Finance.

He is a Certified Treasury Management Analyst and has earned various designations under the Certified Employee benefits Specialist (CEBS) Program co-sponsored by the Wharton School of Business of the University of Pennsylvania, and the International Foundation of Employee Benefit Plans (IFEBP). Mr. Galley is an active member at his church, serving as a Deacon and also on the Worship Team.

Diane Holder President, UPMC Insurance Services Division; UPMC Health Plan. Executive Vice President, UPMC
Diane P. Holder is Executive Vice President, UPMC; President, UPMC Insurance Services Division; and President and Chief Executive Officer, UPMC Health Plan. UPMC is one of the nation’s leading integrated delivery systems and through its health plans and affiliates provides health care coverage and benefits management for more than 2.3 million men, women, and children in Pennsylvania. The UPMC Insurance Services Division includes UPMC Health Plan, UPMC for You, UPMC for Life, UPMC for Kids, Askesis Development Group, Community Care Behavioral Health, and UPMC WorkPartners. These health benefits companies manage benefits for commercial, Medicaid, Medicare, behavioral health, EAP, health promotion, and workers’ compensation programs and other population health programs and services.

Ms. Holder has held a number of leadership positions in health care, including CEO of Western Psychiatric Institute and Clinic of UPMC and founding CEO of Community Care Behavioral Health. She is also a faculty member at the University of Pittsburgh in the Department of Psychiatry and the Graduate School of Public Health.

Scott Lammie Senior Vice President of Business Development and Board Treasurer, UPMC Insurance Services Division
Mr. Lammie has worked for UPMC since September 1990, holding key business, financial, and operational leadership positions that have supported the health system's development into one of the nation's leading integrated delivery and financing health systems. He facilitates product line business development programs and projects across government services and commercial product lines, including advising and supporting product line development and geographic expansion plans, with primary leadership, guidance, and direction provided by the responsible product line Presidents.

His previous positions include Chief Financial Officer, UPMC Insurance Services Division; Corporate Vice President, Finance; Executive Vice President and Chief Financial Officer, UPMC Diversified Services; Managing Director, UPMC Health Ventures; and Vice President, UPMC Patient Business Services. Mr. Lammie also serves on the board of directors at Duquesne University and as a Duquesne Society advisor.

Education/training:

• Bachelor of Science in Accounting from Duquesne University

• Certified Public Accounting degree from Arthur Anderson & Co.

David Weir, CSP, ARM President, UPMC WorkPartners
Mr. Weir leads UPMC WorkPartners, which provides health and productivity solutions for high-performing companies throughout the United States. UPMC WorkPartners’ suite of services includes absence management services, commercial workers’ compensation, employee wellness and health coaching, employee assistance programs, employer on-site services (on-site health centers, near-site health centers, and mobile units), and health and productivity consulting and data analysis.

Before becoming President of UPMC WorkPartners in 2003, Mr. Weir served for six years as Vice President of Network Development and Claim Services for the University of Pittsburgh Medical Center. Prior to that, he was Assistant Vice President for the brokerage firm of Sedgwick James.

Education/training:

• Bachelor’s degree in health and safety from Indiana University

• Certifications include Associate Safety Professional (ASP), Certified Safety Professional (CSP), and Associate Risk Management (ARM)
